I think if I were going to try to keep playing 2nd edition, I'd
make two changes, one to address this idea. I think I'd put the
second half of a charge move in the close combat phase. That way
more units on First Fire could shoot at units charging a long way
in the open, rather than just the models in contact. (I'd also
like to move close combat past Advanced fire, but that would be
more of a change.)

The other change would be to do something else with initiative,
probably just do it per phase as in E40K.
