You are making a couple of assumetions here that may or may not be
correct.
1) They are using a WinTel machine
2) The font they are using follow the "ANSI" standard for high
characters, not the "OEM" standard. Examples that I know of that are
wrong are "Terminal" "MS LineDraw" and of course "WinDings"

And us green skins don't need no stinking humie panzy stunty special
characters
