I'd assume that as soon as it gets a message, it sends it out
to all the people, probably in a queue. The problem comes from
international bandwidth, which is somewhat flaky and may screw up the
order. I doubt it's majordomo's fault.

.se is a country code (Sweden). Apart from that, you
generally need to guess.
