For Imperial Guard, a few detachments:

Command Squad + Capt. + Psyk
3 Heavy Weapons Squads
3 Support Weapons

Leman Russ HQ Tank
5 Leman Russ Tanks
3 Hellhound Tanks

For Imperial Guard, though, use the 'ablative line/small detachment'
strategies suggested by Sean and others. Small holding detachments
really work well when supported by Artillery and other heavies in the
rear. Skimmers can't hide from Arty and they can't assault past your
small detachments until they've taken 'em out. Should slow down the
Eldar long enough for you to smack 'em around. Key here is to
basically cover the front line in two echelons of cannon fodder.

For Space Marines, I usually use some detachments as follows:

Captain + Rhino
Librarian + Rhino
4 Tactical Squads + Rhino
2 Devastator Squads + Rhino
3 Whirlwinds

Captain + LR
Librarian + LR
5 Terminator Squads + LR

Scout HQ + Razorback
4 Scout Squads + Razorback

Captain + Land Speeder
Librarian + Land Speeder
6 Land Speeders

Skimmers and Arty can try to beat the Eldar at their own game. As
Space Marines you can really get on their nerves with plenty of land
speeders and whirlwinds with tactical and assault marines to hold the
aspect warriors off while you fight them from the flanks with your
speeders and from the front with your whirlwinds. The 'bubble' theory
proposed by one of Sean's opponents also seems like it would work quite
well in an offensive against the Eldar. I'm mostly speaking based on
theory, since I play Eldar and Imperials but haven't put them head to
head as yet.
