It covers income, movement and an ability to resolve battles without actually playing them out on the table.
The underlying story for the campaign was civil war in the Empire
after the death of the Emperor Karl Franz(I think). I'm not big on this
sort of campaign since they strike me as just being a bunch of largely
unconnected battles with a story to string them together. For me a
campaign is more than just fluff for games. If we could all come up with
some nice rules for map movement and the like that would be cool.
