This was what I was referring to. Landspeeders and jump packs also aren't
in the Codex, but it is stated they are not used due to the complex
maintenance rituals required. It would be reasonable to assume the
Whirlwind falls into this category as well.

You could rationalize it with the above argument (complex maintenance).
Also, the support of Daemon Engines could have replaced the use of certain
Marine vehicles.
