You've got it based on my understanding. Aaron's system is basically
identical to the WHFB Internet Campaign they've been running for over a
year now (did you play in that, Aaron?). In the WHFB campaign, the 'War
Staff' (in this case Aaron + Supreme Commanders) give everyone a month
to role-play and submit actions. Based on those submissions they then
convene and come up with scenarios and results. The end result is
scenarios that are posted for everyone to play (i.e. a Nids vs. Eldar
scenario could be played by anyone, anywhere, with both armies). The
results of everyone's battles are returned to the war staff. The
average result determines what happened. So while you may play your own
battles, you will be one of many and the results will be determined by
the average. This avoids the need for people across the globe to play
face to face.
