Is it too late to join up? Will in be an ongoing thing, so when I finally
get all my mini's painted and people to play with, I can join up then.

Would I be able to submit to my supreme commander and let the other people
fighting battles fight the battles (in case I play against something my
friends don't play, namely anything other then orks of SMs)

Could you send me the rules anyway?
