Do you mean that he is transported in the Imperator or his fig is
under the titan fig?

If he is transported in the Imperator then it's c).
If you mean that your Commander fig is under the Imperator fig then
it would be a)... Or b)... But not c)! :) Well, it's a good question,
I would say b) as I see a titan shield as a big energetic cover but
you should ask your opponent if he agrees.
