Flak units are best used to defend a static position. Attach them to a unit
that doesn't plan on moving much. (Eg. a detachment of shooty boyz that you
want to spend a lot of time on overwatch.) Find a nice spot for them to
deploy, and then get them there on turn 1. It is OK to march on turn one if
you are facing Marines if facing lots of AT shots. AT doesn't care what
your orders are; they hit on a 4+ anyway.

Flak can't give your army general protection from flyers, and they can't
defend mobile formations. Use them to defend select, static elements of
your army.

Fighta Bombas should still give you decent protection. Their points cost
should allow you to outnumber your opponent's THawks, and their intercept
value will allow you to shoot first. Keep in mind that any THawk driven
off is nearly as good as killed, as the game should be over by turn 5
anyway.

Oh...... try and put the Flak wagons on the flanks of your static detatchment
so they can create a "no fly zone" around it. Also try to keep them
behind buildings, woods et al to keep them out of LOS from those nasty
Land Raiders. (They don't need LOS to the flyers.)
