[Epic] Barrage Questions

I was reading something off of the web, and came across a situation
that I don't think has been dealt with to date, and could concievably
cause problems. What happens when a detachment of transports with units
inside gets attacked by barrages? Would you count the units inside the
transports toward the barrage's firepower? Take, for example, a rhino
carrying a space marine tactical squad of 2 units. If the rhino is
covered by the barrage template, does it count for one firepower, or
three firepower?
