Situation:

A Goff mob gets the crap kicked out of them by a detachment of terminatiors,
and then fails their morale check and go on fallback orders. Following
the rules for fallback, they move *away* from all enemy stands and take
cover. In this case, the nearest cover that does not cause them to move
towards the enemy is a building with an objective counter in its center.

Now, the Orks aren't really in the fight anymore. They aren't going
to go anywhere, and they aren't going to shoot anyone. In fact, they
aren't going to do anything but sit in the basement wetting their pants
and hoping that those noisy terminators outside don't come in and find them.
("Noyz uz bad; Dark uz Safe!)

The terminators remain outside, about 5 cm. from the objective. Thier
player doesn't want to send them in because their company is 1 model
away from the breaking point, and even against demoralized Goffs that
seems like a big chance to take as his enemy is only 8 points from
victory (not counting the objective in the building.)

Question: Who holds the objective? In the above suggestion, it would
seem to go to the terminators. However, it is still covered with
greenies. They are skulking and cowering, but they still own the ground.

(Note: in the actual case, the marine player sent in his terminators.
He won the objective easily, but one of the Ork stands got lucking
and handed victory to the Ork player. See? Those greenskins had some
fight left in them after all!)
