Well immediately after I read the rules of the E40k and played a
test game I changed them to that; or to be more precise, 5 cm or
% of movement, whichever is more.

Just a question:
Is there any rules that you can/can not assault troops in
impassable terrain? At least in old SM (If I remember correctly)
you cannot charge troops in a cover you cannot enter...
Anyway, this is how we played that in our last match of E40k.
Thus,
you cannot charge infantry in a building with vehicles.
