[Epic] Final Liberation question

Just a simple question

When starting the campaign, you choose the difficulty level, one two or
three stars. The manual explains that this is basically a ocntrol for how
many points the orks get, however it doesn't say what the defult is.

So the question is, what level gives the orks the same number of points as
you, is it one or two stars? One seems pretty easy, so I'm guessing two,
but its not clear
