I have found that N-scale train set buildings are close enough in scale, for
towns, and non-tech world battles. Insulation board is also good for making
terrain features suchas hills, river beds, and roads. It is what we've been
doing at the store where I game. The Insulation board takes paint well, and
is sturdy, yet flexible enough for moving around and storage. You'll have to
use a hot-wire cutter to shape it, and the one draw-back is that it doesn't
like to cut smooth curves.
