A Colonel is the land equivelant of a naval Captain.
A Captain is the land equivelant of a naval Leuitenant.
A Leuitenant is the land equivelant of a naval 2nd or Sub-Leuitenant. (Depending where you are from)

<rant>ARAGGHHHHH!!!

A Colonel out ranks a Captain. Period. Even in the mucked in the head
version of the military that the current GW stuff is based off of has this.
The rank that you want (i.e. leads up to 3 squads) is lieutenant.

Note: I am aware that "Captain" is a high level officer in navies. Any
military force that has both "Captains" and "Colonels" at the same time, the
Colonel out ranks the Captain..

Aside from your officer naming mess up there, it's a fine idea. What I would
do, is make the lieutenant a normal IG stand (7 pts) with the option of adding
a Commissar for +5. If the Commissar is not in unit, it is not a "Hero".
