I don't know if a concensus was ever reached on the structure of IG
infantry. I would like to propose the following:
Captain (maybe with a primaris) 32points (as prev. command)

Colonel (or commissar) Col. Col.
| | |
Up to 3 squads Up to 3 squads Up to 3 squads
The commissar (colonel) would be 13points and be the same as a standard
commissar, but the commissar would be removed as an option in the main
force listing (optional), therefore rather than pay 32 points for a stand
of IG infantry, you can get better value for your points, and then
actually want to take IG.
