[Epic] emperor's tarot card vs. flyers

at the usual Thursday night game a question came up and I argued my case
but to keep the game going I shut up because my opponent's opinion differed
from mine. what does the list think?
        My side was Imperials (mix of Space Wolves, Imperial Guard, and Adeptus
Mechanicus (Knights) ) VS. Tyranids (bugs,nids, what-ever you call them).
It was the beginning of the bugs turn and they had flyers which where
nominated for "ground attack". The Haridan and it's flock (I guess it would
be a flock, maybe a herd, or gaggle) of Gargoyles came in from their table
edge and came to rest at approx. 13 cm in front of my det of Land Raiders.
I had the Emperor's Tarot card Adeptio Arcana "The Warrior" which stays
"Play this card at any time" and allows you to force one det and add 10cm
to their movement for the rest of the turn. Since I can play at any time.
Would I have been able to move my detachment closer to the flyers while
they are sitting getting ready to fire and snap-fire at them? Or would they
be able to snap fire at me or would it be a snap-fire fest with both sides
snap firing at the same time? I was thinking that since it was a play at
any time it could be simultaneously.
        Just a thought. We made a judgement call that the flyers would have been
able to snap-fire first so I didn't use the card at that time.
