[Epic] Eldar commanders

I think that instead of each warhost having a farseer they should rename it
as a warlock master and reducing their points value. The cost more than a
Librarian and aren't as good.

Also for some weird reason the Space marine support weapons cost only 13
points each to the Eldar 15 points.

I really think that points values should be a reflection of their worth, not
their availability. The availability can be restricted through the numbers
available.
