Not necessarily, units in first fire are assumed to to fire at troops
that charge them as they come in, so the titan may fire at them, but I
have also seen maany arguments with this interpretation. In Net Epic
instead of waiting to fire in the first fire phase you have the option
of snap firing thus possible destroying units before engagement begins.

Not a bad idea,but isnt it too complicated or long to resolve(I fully
understand that sometimes explaining something simple takes a lot of
time,so I'm not refering to the length of your explanation).
Try putting your idea in context of units that do not involve
titans(since the example may not apply)or super heavies, just a large
regular combat of vehicles of the same size.
