Nope, it's clear. Your guys can only move in _your_ assault phase and
then only if on assault orders (or if they're war engines). In your
opponent's assault phase you can't move any of your units. If you
expect to be assaulted, unless you have a guaranteed 'win initiative'
card make sure you prepare for it in the movement phase. A lot of E40k
tactics depends on looking a few phases ahead as far as movement and
deployment. Take into account barrages (if facing them), assaults,
firefights, supreme commanders, 15cm support distances, etc.
