Agree. But them's the rules.

I've found one neat solution to the problem. Allow the command stand to
'teleport exchange' with any other unit of its type within 6cm AFTER
firing declarations. So, for example, if you had
      N
   C B1
           B2
And the Castigator allocated 5 dice to the Nobz, they could exchange
with either B1 or B2, so
      B1
   C N
          B2
and B1 gets blasted.

The rule does not reflect a 'teleport' per se: it reflects the fact that
there is an amorphous mass of Nobz and Boyz - the Castigator cannot tell
which is the command unit, regardless of whether it's closer or not.

So in your case, if the Castigator had allocated 2,2,1 to B1, B2, and
N... then even with this rule, the Nobz coule either a) stay where they
are, and take 1 die, or b) exchange with B1 or B2, and take 2 dice.

If you try this, you'll find it's even more simple in practice than the
'no fire on command unless they're closer' rule, and removes all
silliness about , for example, ratling snipers (who can't be shot at)
screening Commissars (who can).
