My suggestion: allocate shots any way you want, but resolve shots at
non-command stands before shots at command stands. If any non-command
stands are still alive after the rolls are made, the shots at the command
stand are ignored.

So in the Castigator/nobz/boyz example, you could pour two dice into each
stand of boyz and one into the command stand, and if either of the boyz
still lived, then the shots at the nobz miss automatically. Or, if you
wanted, you could put one die on each Boyz Mob, and three into the Nobz,
with the greater risk of wasted shots.

It's not a very realistic compromise, but it seems like a reasonable way to
allow shots at command stands, especially with situations like 40+ bolter
shots against 4 stands + an HQ.
