I do agree with you Steve, the background allows to mix SM and IG (in fact,
an Imperial army is in 95% of the cases composed by the SM and IG) but if
you consider the rules, such a mix is "cheesy".
Respecting background is very important for me but enjoying a battle is
more important : in SM/TL, a mixed imperium army is too powerful and when I
played this version, I didn't want to use it (I've always used a SM only
force).
Fortunately, with Epic 40k, you can now field IG and SM without creating a
"cheesy" army. In fact, there is only one Imperial army list and not two as
in SM/TL.
