No, you have to be behind a "patch" of ruins.
Basically, in E40K, each "terrain feature" is supposed to be on the
order of 15cm x 15cm or less. (6" by 6" basically).
If you have a patch thus:
.........XXXXXX........
....a....XXbXXX.....c..
.........XXXXXX........
.........XXXXXX........
a can see b (and vice-versa).
c can see b (and vice-versa).
a CANNOT see c (and vice-versa)
It matters not one whit whether the Xs in the above have one or a dozen
walls, bits of debris, sculptured antelopes, trees or nothing at all in
them, provided the area covered by the terrain feature is obvious.
