One of the most amusing things is to see young players choose to play IG
or SM, because they are the "good" guys. I perfer a dark gothic
Imperium.

The fluff says that after the Horus Heresy, the SMs were organized into
chapters which are much smaller than the original Legions. Perhaps the
ministorum protecting the Emperor's body & administering his empire had
learned lessons from the relationship of the Roman Legions to their
Emperors. After Caligula, it was impossible to become Emperor without
the consent of the Legions. The Legions controlled the ascent to the
throne & made sure that Imperial policies would always be beneficial to
the Legions.

So while the SMs & IG armies were weak & recovering from the losses from
the Heresy, the military was reorganized, including equipment. If the
lost technology argument doesn't hold water, it may be that a critical
component of Terminator armor is tightly controlled by the Ministorum &
is carefully supplied to the chapters. A lesson the Ministorum may have
learned from Intel & Microsoft.

Anyway, the "lost technology" story may suffice for the common soldier,
but with a dark & decadent Imperium, who knows what the truth may
actually be.
