Enticing a whole detat within 10 cm is really, really powerful. Maybe you should
make it "All enemy models within 10cm must roll a 4+ or become a detachment under
the command of fulgrim, moving and firing at the same time as fulgrim. If these
models have already moved, they may be moved again. If the models are within 10 cm
of Fulgrim at the beginning of the next movement phase, they must roll above a 4+
or again remain under Fulgrims sway. Models which start the turn outside of 10 cm
automatically are released. They may, of course be brought under Fulgrims control
again when Fulgrim moves."
