Mmm... sounds good, but you'd have to increase the cost of Barrage by 1
or 2 points. Maybe some sort of sliding scale based on the War Engine's
speed and / or damage capacity? I.e., Scout Titans are going to get the
hell out of the way when they see it coming, but others might not.
