I think it could be justified because they are so large and you would think
that would make them easier to hit. However, in the interest of avoiding
exceptions and complications to every rule (a common disease in many game
systems) one could argue that titans have enough to worry about with vortex
missles, death rays, close combat attachements, pulsars and anti-tank shots.
It may also lead to the slippery slope of "why doesn't every unit get more FP
when they shoot at a titan because it is big and easy to hit".
