Well...fluff wise, the 1000 limit applies to combat troops, Termies,
Tacticals, Devs, etc....and does not include the "specialists," Chaplains,
Techs, Officers, etc....drivers are supposedly under the control of the Tech-
Marines, and are not part of the 1000 man thing....this goes back a ways (RT
era), so if you don't have access to that stuff, you wouldn't know about it.
Remember also that each chapter has 1000's of support people, from chamber
maids and artisans to space pilots and navigators. The 1000 man, 10 company
thing only applies to the grunts, and not the armor guys, or any of the other
"special" types...
