OK. Of course in E40K you can't shoot at them anyway unless via snap
fire.
I'd say they just come in as per Drop Pods, period.

Not sure. Un-neccessary complication.

Make the Sarge a Psyker.
MAYBE give them a special Psi Card which when played,
allows you to get back a D3 lost units.
I may have over-simplified, but I would prefer on aesthetic grounds to
keep
within existing rules if I can. Still, it's just my opinion.... your
comments?
