This is similar to what I was saying, but I draw a different conclusion.
Using your example, who is affected first? The grunt sheltering in a bunker,
or the "big guy" shooting back? Probably just me, as I have a problem with
this. It's a concept into game mechanic problem for me. And I don't have a
