OK, Carapace Multi Lasers on all Titans is your first move, Weapon heads
after that. Normally I would suggest the CC head, but go with me on this.
I assume here that you are taking a Battlegroup? In that case your Titans
should be close enough for all of the CML and Wpn heads to support each
other. Something like 18d6 at 5+ should help. The CML are always on FF
of course.
I would suggest "just assume" all Warlord titans have CML and Weapon
heads, but I understand that many people don't like to do that. You can
make stuff like this fairly easily. I used extra 40k marine bolters for
mine. I'm sure people on the list can give much better ideas than that.
Terrain, I like putting my Titans into woods when I can. Helps hide the
Reactor shot and leg shots a little better. Your Titans will also be
safer in woods from the jet bikes (real safe actually) and you should
still be able to accomplish your long range fire mission. Putting your
titan up against a building may also help reduce the number of attackers
that can get at him. All you really need to do is cut down a few and he
should fail in the mission.
Would it kill you to put one close range multi dice weapon on one or two
Titans? If losing your Titans is a big problem then the lost fire power
should be worth the trade for better safety. A Vulcon mega bolter would
be nice. If he does swarm you go ahead and unload on him with whatever
fire power you have to in order to survive. You may lose the titans fire
power for that turn, but that is probably better than losing the Titan
(and giving up 9vp) and you would break those darn jetbikes.

I feel your pain, boy do I ever. Still, one detachment in the area
shouldn't be that hard. They have a 50cm range so they don't have to be
close, only on FF and have LOS. You might be able to make the argument
that if the Jetbikes can attack all over the Titan (swarming) then all you
should have to do is have LOS to the Titan. Place them in the area with
LOS, just not close and make sure they are on FF. I would suggest the
scouts for this mission rather than the devistators, but a few devistators
wouldn't hurt.
Maybe one of those SHV with their ton of bolters in the area commanded by
the commisar. Again, all we are after is a few kills and you should be
safe. A Warlord should be able to take on at least four stands of
jetbikes without any problem (barring bad luck). Just make that your
goal. Count up the number of max troops he can put on you, or better yet
take the typical number he puts on you, and then work it from there.
I wouldn't suggest placing troops as ground guards. All the Jetbikes have
to do is touch the base someplace to be in CC so it would be hard to stop
them physically. If you did place that many troops that closely together
they would get nailed by barrage weapons (as you discovered I see).
