The speculative barrage is an interpretation of the current Titan
Legion rules (I forget the exact wording) that allows a player to
fire a barrage template onto a peice of terrain even though there
are no visible targets (i.e. you can fire a barrage template into
a peice of woods with some scorpions cowering and snivelling in the
center). I think Andy chambers went on to clarify that the barrage
must be fired in part at an edge of the terrain which can be seen by
the firing unit (or some other unit if indirect). So technically, you
can't fire a barrage into the very center of a large piece of woods.
Some argue that a flyer can see into the center of the woods and so
allows targetting there. Personally, I disagree with the very last
point, but it's really so trivial that I wouldn't bother slowing down
a game over it.

PS I believe this arguement will become completely moot, since
    there are no barrage templates in the new version.
