There is actually a way to avoid this in the rules :

This is that your units do not block your line of sight.......

Enemy units do...

So SH Weapons _can_ shoot any unit in the detachment, but the thing is,
unless it has a clear line of sight to the commander, or whoever.
So the cheaper units in the front to get in the way still applies for
avoiding SH Weapon fire, which is damn useful thank the godz.
