At the time, I was more interested in finding out exactly how
the vanilla rules worked, than determining a reasonable way of playing
the game. I like to find out whether these are the same before
creating house rules that turn out to not be house rules. But now
that Jervis has posted what the vanilla rules do, I'm all for
proposing good house rules.

I don't like not being able to affect War Engines at all.
Perhaps a suppressed War Engine with a SHW shoots them as if were on
assault orders (only locks on on a 4+)? And no, you won't be able to
suppress it twice to force two rolls. This way, you can still reduce
their firepower by placing blast markers on them, but you won't be
able to completely stop a detachment of 3 Engines of Vaul from firing
by placing 3 Blast Markers on them. (31cm-60cm firing range) That
would make them easier to stop than 2 stands of certain infantry.
