#1 - The Marines outnumber IG in these two detachments by 9 stands to 8.
#2 - No one is going to put a random tac squad in with a bunch of
devastators under normal circumstances.
#3 - Without the tac squad the Marines are 3 points cheaper, have the same
long distance fp, and all the special Marine abilities. They are
outnumbered 7 to 8, but I think they can more than make up the difference in
play.
