All I want the screen to do is die. Thats its job. Soak up casualities,
break, run away, rally, go back and do it again. No reason to spend to
many points on them.

My primary oppenent (hi jeff!) plays Eldar and Bugs. If he wants to get
into a shooting fight with me, great! But since bugs can't shoot and CC
Faeries in a transport can move 55cm, ignoring terrain, in the assult phase
alone..... My main concern is to stop him someplace where I can shoot him,
thus the screen.

If the tacs are mixed in with the heavies in the way you suggest I could
very easily lose a CC and be broken and miss my shot.

Now if I was going up against a shooty army I would mix the fodder in with
good stuff in the manner you suggest.
