I have a few comments/questions:

FWIW, this also seems to me the most consistent interpretation based on the
half strength or less comment in the rules.

Okay - here he says a, b&e, but b seems inconsistent (Captain at 25, not
25+25=50)

but...

Here he apparently states that he meant, a, c&e above, which would make
sense. Am I reading this right? So +25 for any unit to become a HQ, and
Captains are 50, Librarians 65?

Oof. Well, there it is - they Eldar are a dying race and Farseers are no
longer a dime a dozen.
