Sort of. You may field all three units in your detachment (though you
don't have to). One of the units must be selected as the HQ, and you
must pay an additional 25 pts (in other words, there is no way to get
out of paying the 25 pts). The HQ unit must be the highest ranked unit
in the detachment. For Marines, the chain of command goes captain->
librarian->Terminators->Space Marines->any other unit.

What this all means is:

1) If you have a captain, he *must* be the HQ (total cost 50 pts).
        So basically, if you put a captain in a detachment, he will
        always cost 50 pts because he must be selected as the HQ and
        pay the addition +25 pts.
2) If you have no captain, but do have a librarian, then he must
        be the HQ (total cost 60 pts). If you have a captain and a
        librarian, the captain becomes the HQ and the librarian cost the
        basic 35 pts.
3) If you have no captain or librarian, you must select a terminator
        stand to act as the HQ (total cost 44 pts)
4) If you have no captain, librarian, or terminators, you must select
        a space marine unit as the HQ (presumably, this means the regular
        infantry, not scouts and bikes, but I don't know for sure).
5) If you have no captain, librarian, terminator, or SMs, then any
        unit may be selected as the HQ (at a cost of +25 of course).

A detachment must be given an HQ when formed (at a cost of +25 pts). If
the HQ is killed in combat, the next unit in the chain of command picks
up the flag. If there are several legal choices (frex, 4 terminators in
one detachment), the owning player gets to select which one becomes the
new HQ. Also, becoming an HQ for what ever reasons does not confir any
special abilities. For example, if the captain is killed and a tactical
stand becomes the next HQ, it doesn't gain the "hero" status of the
captain.

As a side note. The old fluff in the history says that marines who gain
great honor and experience become terminators, and terminators who gain
even greater honor and experience are put into Dreadnought armor. Yet
dreadnoughts are never included in the command structure of epic or 40k
marine units, even though their skill and experience exceeds that of
the terminators. No point really, I just thought it was odd.
