You are absolutely right, IMHO, that the incorporation of the strategy
rating on the campaign level means it no longer has a place on the
battlefield. The players themselves can control the aptitude of local
commanders. This is definitely going to be in the next revision.
While I love it, though, I'm not sure it's enough to counterbalance
Temp's observation about defensive advantage. I've been thinking about
writing in the 'One attack = Up to everyone in one territory, One
response = One detachment' rule in addition to your suggestion as a way
to make defense less potentially overwhelming.
