AFAIK, IG aren't real men and therefore are too weak to carry
heavy weapons now. Necromundan heavies are given special injections to
reduce their carrying capacity. Instead, all of their heavy weapons
are mounted on small platforms manned by a gunner and a loader. The
advantage of this is that the loader can take over (dropping his
lasgun) at no penalty if the gunner dies, so the weapon only has to be
paid for once.
To the best of my knowledge, the biggest thing a guardsman can
carry these days is a special weapon, such as a plasma gun or a
flamer. My only sources of information are a brief flipping through
of the IG Codex and the WD, which I read regularly.
