You might be behind ruins, but not in them. We count that as "in cover".

In the older versions of EPIC you never got cover bonuses unless you were
actually inside somthing (woods, buildings, etc.), but I thought this had
changed.

        I don't understand. In cover is in cover; how could you
be 'in cover' from one enemy detachment's perspective and not the
others?
