Most of the time you'll end up with a single good card, one usefull and two
worthless cards. I have used them in a couple of games now, and in our
standard games of 2000 pts. they have nearly no influence. The good card is
usually stoped in some way by my opponent, and the usefull matches his
usefull. The rest is ususally left when the game is done. The Tarot gives
some colour, I don't think they are the ones that off-balance the game.

I dont' think any single one of them will unbalance the game, but they are
just all better than the regular ones. Frex, Astropath is an orbital
barrage that you can use as a PB-3, The Emproro is nearly twice as
effective as Divine Inspiration, and can still be used as a PB-3, The Hulk
is just sweet - twice the reinforcements on turn 2, and the assassin can
single-handedly overbalance a ff/cc. Kill the support psyker (or the 6AV
commander) and add a BM? That has some devastating potential.
