No, no, no. You allocate hits to the closest unit *that can be hit by the
die roll,* not the absolutely closest unit. Thus, if the hvy stands are
within range of the enemy, any roll of 3+ will hit them. I made this
mistake when I took a beastman detachment led by a psyker hero. It had a 3+
and everything else had a 4+, so every time anyone fired at the detachment,
the commander took a hit. If I hadn't rolled a string of amazing saves he
would have quickly been eliminated.
Also, it can work the other way, i.e. the lightly armored units can screen
heavier armored units. Since you get to allocate your hits in any order,
you should allocate your low rolls first to kill as many as possible before
you start wasting your rolls of 5 and 6 on gretchin while the battle wagons
behind them hammer you.
