BMs ARE applied after fp allocation. They are removed at the attacker's
discretion (it sounds more like you are proposing a house rule that they
must be soaked in proportion to the fp assignment). As far as the short
range being used to "soak off" the BMs, you are right, it happens. Just
remember that even soaked BMs have the effect fo placing BMs.
