I don't see anything in the rules that states you need LOF to support
CC or fight a FF (if there were, I don't think the question would
have been asked in the first place). The whole reason the question
even arose is that the rules seemed to indicate you didn't need LOF
(at least, they didn't specifically say you did), which struck many
of us as odd.
That said, I don't think it will make a big difference how you play
it as long as it's the same for both sides. Armies that rely more
heavily on numbers versus quality of troops to win CC might be
slight dissadvantaged, but I don't think the effect would be severe.
