Units transported by flyers cannot be put on overwatch or march orders the
turn the debark, so I would tend to think that ground transported units
cannot either.
Here's my ideas for detachments transporting other detachments:
1) The detachments must have the same orders or no orders. This means that
if your transports march, the tranportees cannot assault, overwatch, etc.,
if the transport do a regular move, the transportees can assault,
overwatch, etc. Or, both can assault, OW or march.
2) The 5cm movement cost to embark/debark is applied *before* multiplying
by 3 for march moves.
Without these concessions, an eldar wave serpent could march 85 cm,
disgorge warpspiders on assault orders who move a further 25 cm, and then
45 cm in the assault phase for a total move of 155 cm - a full 30 cm
further then seige artillery can shoot. With the concessions, the total
move is reduced to 115 cm (both on assault orders) - which is still further
then heavy artillery can shoot, but much more reasonable.
