I like the "x points of IG, but with certain restrictions"
approach (with restrictions being on the order of: no detachments
of a certain type, limited detachments of a certain type, etc).
Predefined forces are OK I guess but assume that the
scenario player will have the required minis. Plus, it's much more
fun to play an army that you designed (especially under certain
restrictions) rather than one designed for you.
Forces that are defined as just "x points of Foo"... I
don't know, the scenario just isn't as interesting to me. I
guess in my mind, in any specific situation the commanders are
going to be limited as to what they have available, as opposed
to the well-balanced forces that people usually take. Which
isn't to say you couldn't inject some flavor into your army by
restricting yourself when building it, it makes the scenario
more interesting when it's a part of the story.
