I haven't found anything that precludes placing all the templates on top of
each other. The barrage is suppose to represent bombardment of the general
area of the attachment, IIRC. This speeds up resolution, for its possible
to find one of the better spots to place the barrage template over. Next
you multiple by the number of barrage templates, and there you have your
firepower factor value from the barrage weapons being fired.

Since barrages are calculated as firepower, adding in possibly with FP from
other weapons, resolving which units could be destroyed by this method
could be difficult.
